On different difficulties, Batman can do critical strikes faster or slower than the regular thugs. On Normal difficulty, thugs will punch faster than you critical strikes but not your normal strikes. On any higher difficulty, NG+ or "I am the Night", thugs will always punch faster than Batman can throw any attacks with the exception of a quick fire batarangs.
