Find Jagi in the northwestern side of Eden

If you get stuck on this quest, head to Casino Road south of the Neon District, located west of the Colosseum. As you approach the Casino, there will be a mob of Jagi's henchmen that will trigger some dialogue and a fight sequence. Defeat them then head to Neon District: North Street to move the story forward.
