In Gotham Knights, you can customize gear with mods which is available in the equipment menu. You can also attach mod chips to items that have the accessible mod chip slots, and you can also craft new mod chips with existing pieces. Gear mods are rewarded lots throughout the gameplay, so don’t hold onto good pieces.
