Even if items such as license plates are out of reach, they're possible to collect as long as you use lock-on. 1. Submerge under water. 2. Hold the Lunge button and swim to the surface. 3. At full height, press Jump towards the item. 4. If a cursor shows on the collectible, press the Bite button to get it. As long as the lock-on cursor is shown, you can get extra height with bite.
