If you're like me, you've noticed this but haven't had confirmation yet. Well, here ya go! Stone will respawn when the player leaves the area, and that area is smaller than you think. Say you're building a stone wall around your base. The fastest way to do this is to keep running from side to side while placing and picking up stones. It's that easy!
