The mission requires you to make seven people dance at once with the party popper. You can acquire the party popper from a tree on the shore by shaking it, and a square item with disco lights will sometimes drop from them—that item being the party popper. Go to a densely populated location such as the bar or stage where the music band perform, then throw the party popper at them.
