Fully Stacked is a Gold Trophy that is earned when you "Purchase All Weapons". Purchasing all weapons in your first playthrough is not enough. There are additional weapons available once you complete the game. Start a new game in Challenge Mode. Get past the introductory sequence until you reach the vendor. Talk to her and purchase the new weapons available. This should unlock the trophy.
