Go into the System Menu and select Menu Settings. Look for the "Number of item shortcut sets" setting where you can increase shortcuts to 3 or 4. In the game you can see this in action by the additional diamonds by your shortcuts. Hold R1 and press Left or Right on the D-pad to cycle through shortcuts (PS4/PS5).
