In my experience, the Shop in this game is more like a gambling place. When you purchase a pack from the Shop, there are more chances of you being unlucky than lucky. So, it’s better to let the gamblers buy packs and then wait for them to sell the cards in the marketplace. It is more convenient to purchase a card of your choice from the Marketplace.
