Safe keys are used to open random containers, chests, and treasure boxes that are spread all over the map. In order to open them you'll need a Safe Key. They're available as item drops or you can purchase them in pawn shops in Hawaii. Specifically, one of the early shops to sell them is Treasure Select Pawn on River Street.
