Stronger enemies and bosses have a shield icon (down gauge) that can only be depleted by using attacks & skills they're "Weak" to as well as Technicals and Criticals. View enemy weakness in the Analyze window by holding the summon button (R1). Once all shields are depleted, the enemy becomes open to an "All Out Attack". Depleting a single shield opens them up to a "One More" attack.
