Once the turbine wheel spins, the gears need to be fixed. Go to the other side of the gears, up against the mountain. There are 3 disks with one hole each. The disk needs to be spun until the hole is on the bottom. Then pull the lever connected to it. Start with the one closer to the wheel, then middle, then farthest.
