In the real world, you have to get your license before driving. For Gran Turismo 7, it's a little bit different. "Get your license" references the reintroduction of driving licenses. The higher your license status is, the more access to challenging events like tournaments and additional missions you'll have. At the very least, get National A to participate in GT Cafe events.
