At first it might not be obvious, but there's a switch that you can shoot to lift open locked cells. The position varies, but look up and around until you see a glowing orange light. Sometimes the switch may be behind walls and platforms, keep looking! Aim down sights and that light will turn red. Shoot it and the cell gate will open and you can obtain the item locked behind it.
