If you get stuck in the quest, there's a clue from Impa that says: "That rock... If we hit it hard enough, perhaps we can break it." To get to the next objective, there is a large steaming rock formation you need to break open (see image). Use Remote Bombs to destroy it and fly up to the area to defeat the Rito Captain.
