Perk points can be reset by purchasing an implant called Tabula-E-Rasa. Go to any Ripperdoc and switch to the Trade tab to display items they have for sale. Tabula-E-Rasa costs 100k. Once you purchase it, all Perk points are reset to zero without warning. Save your game before doing so.
