If you panic guards, their enforcer AI will be disabled. You can do this by blowing up nearby cars shooting bullets near or even into their chest. This will cause them to investigate where the disturbance came from, and they’ll most likely leave their post to do so. As long as they didn’t see you, you’ll be able to walk right by them.
