Although it appears that you've unlocked all the upgrades once the grid is filled, there is a final upgrade that can only be unlocked after scanning 54 of the Encyclopedia items in the game. Backtrack if you are missing scans. Go to the Navigation Beacon and search different areas. Some items to look for are non-collectable vegetation, contraptions, furniture, switches, and tablets.
