To get the jacket, talk to dancers at the apartment complex. Destroy cameras for them to get the Cassette Tape. Insert tape into the dressing room boombox at the Clothing Store. Steal the jacket from the mannequin. For the helmet, talk to guy in front of the hat store. Go to the bar and drop bottles on shelf to wake guy. Run to Hat Shop, jump into the empty box to get in and steal the worker hat.
