Nano Boost is extremely powerful, but you can easily waste it if poorly timed. While it's nice to target teammates who have potentially devastating ults, use Nano Boost in a way similar to how you would optimize B.O.B. When both teams are committing to an all-out team fight, Nano Boost anyone who does decent damage. Having a cracked-out teammate ina fight will guarantee chaos for the enemy.
