Ranking up unlocked forms is the only way to unlock new forms. When you look at the form tree, it also specifies the requirements to unlock that form. To unlock a new form, most require you to reach C rank with the connected form. However, higher forms will need multiple forms to reach A rank to unlock the next one. Pay attention to the connected lines showing this.
