To complete this objective, first find the red building next to the picnic table to the right side of the Arcade. Hop onto the picnic table, sprint, and jump towards the striped awning above the red building's windows. Bounce onto the roof. Jump onto the awning of the building next to it and then bounce onto the Arcade balcony. This will let you enter the Arcade from the second floor.
