If you're having trouble executing an ambush on enemies or if cover is not available, consider using your gun for shadow encounters. Hold the Aim button (L1 on PS4/PS5) and press the Fire button (R1) on a shadow. This won't let you ambush, but it will give you a safe way to engage enemies with range. Rather than failing an ambush, you won't raise security levels.
