Messing with something like lights, sinks, or vacuum cleaners are good ways to lure in and seclude NPCs for a nice kill. But make sure to wait until targets turn off your distraction to kill them. Otherwise, you might risk attracting another NPC that could catch you in the act and alert the guards.
