Pretty much every pokemon game has you choose a starter pokemon of either fire, water, or grass. And depending on the game, one will yield the best general outcome. In this game, Chimchar is the best option as they line up well against most of the gym leaders, members of the elite four, and team galactic. Also, its final form, Infernape, is an S-tier pokemon.
