To cultivate plants, you first need to complete a side quest in the village called "Shopping List". The quest can be found by talking to the Florist by the fountain in the village shopping area. Once the quest is complete, go to your house and examine the field next to it. You'll be able to plant seeds, water crops, and harvest.
