In the room where you can control the moving platform with touch activated buttons on the floor, first move the platform next to the cage on the left. Jump over and pull the lever to gain access to another platform. Position both platforms to the left and right buttons when facing the lasers. You'll then be able to move the barrel onto the final button, giving you access to the Atomic Battery.
