To complete this quest, a gate guard in Facade mentions that people have gone missing in sandstorms which you're required to investigate. Head towards the Barren Temple north of Facade. To trigger the investigation, you need to be near the middle of the sandstorm (see image). A shade will appear which you have to defeat to complete the quest.
