Mods and attachments stay on items when you sell them. Don't forget to remove mods you'd like to keep before selling. It's expensive to buy back items and you'll save in the long run by first unequipping mods. There is a Crafting Perk called "Waste Not Want Not" that gives you mods back when disassembling.
