To fulfill this request you must "Defeat Black Ooze by striking weakness" in the Experiment Area of Okinawa Jail. 1. Go to Okinawa Jail and use the Lab: North checkpoint. 2. Go straight ahead (north) and break through the partition glass. 3. The shadows ahead spawn Black Ooze. Use Zio skills to defeat them. There's also a Surgical Light obstacle with electric damage you can use.
