To complete this quest, head to the Lost Shrine. Climb up until you reach the outdoor "Roof" area and go towards the east. Pull the first two blue blocks so that you can jump to the inaccessible areas and eventually you'll reach a stationary blue block (see images). Jump from that final blue block into the area with roots. Defeat the Shade to obtain the Eye of Power.
