Once you enter the fair, follow the stone path that leads to the far right side of the fair. The path is blocked by a wall. Go to the maquette, and behind the fair's rear wall is a lever. Pull the lever. This will lower the wall. Go back to the actual fair and walk past the lowered wall. Pick up the key behind the fortune teller cart.
