Here are all 3 locations needed to complete the quest for the cargo the old lady standing under a tree in Seaport needed you to recover: 1. Seafront by the beach right of the lighthouse. Check the water next to the abandoned ship. 2. Northern Plains waterfall underneath the bridge that leads to Junk Heap. 3. Village water wheel on the shoreline next to the left side of the cliffs.
