Head to the southwest sea of the Desert. Choose Sardines as your bait. When you cast out your bait, the best chance at catching a Hyneria is by first observing a specific bobbing pattern. This pattern is two small dips and one large deep dip into the sand. You'll know it's a Hyneria if the reeling takes longer than normal and its HP slowly drains.
