When there are objectives that are locked, you first need to locate them on in your current area. Find the glowing envelope with stars and grab it. This will unlock the hidden objective. To see what your objectives are, go into the menu and then press the buttons with the envelope and question mark. You may have to press it twice. This will reveal the objectives you need to complete.
