For this city (Muttropolis) objective, you must first make your way to the park. Follow the concrete path until you reach the area surrounded by trees which is the forest path. Near the entrance, facing the trash/garbage can take a photo of the forest area. You'll know it's correct when ghosts appear in your photo (white transparent dogs).
