In the Game Menu, select World Tier. There is a setting at the bottom of this screen that automatically increases difficulty as you progress and unlock tiers: Auto Set Highest Available Tier Tiers determine the difficulty of enemies but also provide greater rewards. Consider turning this off if you find a tier you're comfortable in or if you prefer to set the difficulty.
