In order to Fast Travel to a destination not currently on your map, you must first view the Neighboring Map by selecting the diamond shape of the new area. The map of the new area will show and from that screen you'll be able to Fast Travel to areas outside of your current map. This only works once Fast Travel has been unlocked for that specific map.
