In the city area you first need to find the stage where the theater troupe is performing. The stage is located in the park, you'll notice there are a few rows of seating and dogs under some stage lights. Go up to the dog and equip them with the wide brim style hat. Once all of the dogs have the hat on, shoot a photo with all the dogs in the frame on the stage.
