Go to R Museum from Start Game or Data & Gallery. Select one of the open slots and you will be presented with development requirements in the form of resources and/or completed stages. As you play the game, you will collect these resources which you can then use in the R Museum or you can purchase some from the Shop. Develop new ships for more powerful ships that will improve your firepower.
