No matter what level the enemy, that is the level of the loot they drop. To get higher level loot, fight enemies at your level or above. The Tower of Trials always has enemies that scale to your level. Play on Hard difficulty to increase the amount of loot received. Boss enemies also drop higher rarity loot.
