When you first arrive at The Warrens, you might come across a Taxi or see that Fast Travel is possible. Unfortunately, it’s not available right away. First, make sure to complete Main Missions up to the TRADING_PLACES mission. Once you visit the Coder’s Cove at Black Lake Towers, it’ll unlock. Be aware that there is a cost to riding the Taxi, it’s about a thousand UCreds or so.
