How to gain access to Stimtown
To enter Stimtown and complete the Side Mission "One More Rep" you first have to complete the Main Mission TRACE_PROTOCOL. For the first objective of the mission you'll need to talk to a guard named Warton located at the Rooftops security gate. Once you do so, you'll receive permanent access to Stimtown and upon entering you'll be able to Fast Travel via Taxi to there any time.
