On 2F of Autelina Palace make your way to the Barracks. There is a bookshelf with an exclamation point you can interact with. You'll then be directed to go to the Office. Head back to the Office and in the corner of the room there is a cabinet you can interact with (should be highlighted with a star). You'll obtain a key to open the Lord's Quarters where the switch is located.
