To fulfill this request you need to "Deliver Forgotten Desire" which is in a place with lots of containers. 1. Go to Osaka Jail and start at Shipping Railway checkpoint. 2. Phantom Dash up on the left (west) from where you're facing. 3. Cross the wire, go past the round towers and fall down by the Energy Pods. 4. Use Third Eye to reveal Phantom Dash points where you'll find the Desire.
