To fulfill this request you need to "Deliver Forgotten Desire" which is located on a shipping container in Okinawa Jail. 1. Go to Okinawa Jail and use the Lab: North checkpoint. 2. Go right (east) where you'll see shipping containers. 3. The Forgotten Desire is the item high up on the containers. Wait for the cargo hook to pass by and Phantom Dash to it to reach the Forgotten Desire.
