There are tasks and quests that require you to defeat Rappies. These show up as Seasonal Quests that reward lots of Seasonal Points. There is no exact way to find Rappies but you can help yourself by making the Seasonal Task the active one. Fast Travel to different areas and walk deep into the sector. The quest waypoint leads to Rappies but if it doesn't show right away, try a new area.
